How Long Does It Take to Build a Duplex in Vancouver?

Permit times are shorter than they were, but the order of the steps still decides how fast you get there.

Permitting is usually the longest stretch before construction. The City of Vancouver reported a median of 20.0 weeks to issue permits for new low-density homes, including duplexes, in August 2026, across 60 permits. That is down sharply from a few years ago. Construction starts after the permit and must begin within 6 months.

How long do Vancouver permits take now?

Much less than in 2022. The City publishes monthly permit times from its open data. In August 2026 the median for a new low-density home was 20.0 weeks (60 permits issued) and 15.6 weeks for a standalone laneway house (10 permits).

In June 2026 the City also reported longer-term trends: single detached home permits down from about 250 days in 2022 to 160 days in 2025, and laneway homes from 200 days to 100. The median is only a middle point. Half of applications take longer, often because they were incomplete, or had trees, site issues or revisions to deal with.

What are the steps, in order?

This is the City’s own sequence for a new duplex. The order matters, because some steps block others.

  • Feasibility and design. Confirm the zoning, lot dimensions and site conditions, then design to the R1-1 rules. Check early for trees, aquifers, underground fuel tanks and archaeological sites, which can change the process
  • Sewer and water connection permit. Applied for first. The City requires it before the development and building permit application
  • Development and building permit. One combined application, plus a demolition permit if a house is coming down
  • Review, conditions and fees. The City sends conditions to address, and development charges are paid before issuance
  • Permit issued. Work must start within 6 months, or the permit lapses. Trade permits for plumbing, electrical, gas and sprinklers follow
  • Construction and inspections. Inspections at each stage, with the approved permit and drawings kept on site
  • Occupancy permit. Applied for once construction is complete

What slows a duplex down?

Mostly things that could have been found earlier:

  • An incomplete application, which is sent back before review even starts
  • Protected trees that force the design to move after drawings are done
  • Site issues found late: an old oil tank, contaminated soil, or an aquifer
  • Changes during review or construction, which need a permit amendment
  • Energy requirements treated as an afterthought, when the Energy Advisor’s checks run from design to completion

It depends on the design, the basement, the site and the season, so we don’t publish a single number.
