Building in Chilliwack: Duplexes, Triplexes and Fourplexes
Many Chilliwack house lots can now hold three or four homes. Here’s who qualifies, what you need, and where the floodplain matters.
5.0 5 Google reviewsAt a glance
Many Chilliwack lots can now have three or four homes. The lot must be inside the Urban Growth Boundary, on City water and sewer, and in the right zone. You need a design permit before the building permit, and the City kept its rule of two parking spaces per home.
Parking decides
Two spaces per home, so four homes need eight spaces.
Design permit first
A form and character permit comes before the building permit.
Check the floodplain
Parts of Greendale and Yarrow sit in the Fraser and Vedder floodplains.
01
Does your lot qualify?
Your lot can have small-scale housing if all of these are true:
Some lots are left out, including heritage homes, lots with a covenant that limits homes, and lots near the main bus exchange. Two areas in Chilliwack Proper are also on hold until the end of 2030.
Key points
- It’s inside the Urban Growth Boundary
- It’s smaller than 4,050 m²
- It’s connected to City water and sanitary sewer
- It’s zoned AL, AR, AS, RR, R1-A, R1-B, R1-C, R3 or M1-A, or is a house or duplex area of CD zones 9, 11, 14, 16, 19 or 21
02
How many homes can you build?
Three on lots of 280 m² or less, and four on bigger lots. The homes can be:
You can still build just one house. An R1-A lot can still have a single house, and an R1-B lot can still have a duplex without suites. The zone’s own rules for height, setbacks and floor area still apply, so we check them for your lot.
Key points
- A house with a suite, plus a coach house or garden suite
- A duplex with a suite in each half
- A triplex or fourplex, as townhouses or a small apartment
03
How much parking do you need?
More than most cities. In June 2024, Council kept its rule of two parking spaces per home, while the Province had suggested half a space to one space.
On a fourplex, that’s eight spaces, which takes a lot of the lot. Parking often decides whether three or four homes fit.

04
What permits do you need?
Key points
- Design permit. Required. Its full name is a form and character development permit. The City checks how the building looks on the street
- Building permit. Required. It comes after the design permit, but you can apply for both at once
- Development variance permit. Only if you need to bend a zoning rule, like a setback
- Other development permits. For things like slopes, streams or the floodplain

What does Chilliwack charge?
| Type | Development cost charge |
|---|---|
| House or duplex lot | $33,968 for each new lot |
| Townhouse home | $26,768 per home |
| Apartment home | $22,800 per home |
| Small apartment under 613 sq ft | $16,279 per home |
- Includes an amenity cost charge
Squamish $23,377 DCC + $12,170 ACC; Abbotsford $27,903 DCC + $3,840 ACC; Chilliwack $26,768 DCC. T-City calculation from Squamish DCC and ACC Bylaws 3121 and 3120 (adopted February 17, 2026), the Abbotsford SSMUH Application Guide (rates from February 1, 2026) and Chilliwack’s typical DCC rates. Whistler charges per square metre. Credits for existing homes not included
The City charges these when you split a lot or build several homes. Street work and utility hookups can cost extra, so we ask the City for an estimate for your lot.
06
Is your lot in the floodplain?
Parts of Chilliwack sit in the floodplains of the Fraser River and the Vedder River, including parts of Greendale and Yarrow. The Fraser floodplain is based on the 1894 flood, a 1-in-500-year event.
In the floodplain, the main floor usually has to sit above a set flood level. That changes the height and the stairs, so we check the City’s floodplain map first.

07
Which build suits a Chilliwack lot?
Parking is the deciding factor. A duplex with two suites makes four homes and often fits the parking better than a fourplex. On a wider lot, a fourplex can work well. See duplex vs triplex vs multiplex and what goes into a legal suite.
In the Fraser Valley, we also build in Abbotsford.

Why T-City
One team, or three?
Most delays and surprise costs start in the handoffs between a designer, a permit consultant and a builder who meet for the first time on your project. Here is what changes when one team does all three.
| Stage | T-City, one team | Hiring separately |
|---|---|---|
| Before you pay for design | A free lot check, with a reply in one business day | A designer’s fee, often before anyone confirms what the lot allows |
| Who designs it | Our in-house team, who also build it | An architect or designer, separate from the builder |
| Permits | We act as your representative with the City | You or your designer manage the file |
| Price | In writing, with a schedule, before we break ground | Known after design, when builders tender on the drawings |
| Contracts | One, from design to keys | Two or three: design, permits and construction |
| During the build | Daily photo and video updates in your client portal | Depends on the builder you hire |
| Who you call | Tommy or Andrew, from first visit to handover | A different contact at each stage |
