Building in Whistler: Duplexes, Triplexes and Fourplexes
Most Whistler house lots can now hold three or four homes. One or two of them must house locals. Here’s how it works.
5.0 5 Google reviewsAt a glance
On most Whistler house lots, you can build three or four homes. With three homes, at least one must be a long-term rental, and with four, at least two must be. To sell the homes, you keep those ones for local workers instead.
The rental rule
With 3 homes, one is a long-term rental. With 4, two are.
Strata with a covenant
Sell the homes by keeping one or two as employee housing.
No design permit
Exempt from form and character permits, except in wildfire or stream areas.
01
How many homes can you build?
Whistler’s small-scale housing rules apply to lots zoned for a house or duplex that are:
On those lots, you can build three homes if the lot is 280 m² or less, and four homes if it’s bigger. They can be houses, duplexes, suites, townhouses or a small apartment, in no more than two buildings. Whistler doesn’t have a six-home option, because its bus service doesn’t meet the provincial frequent-transit standard.
Key points
- Connected to municipal water and sewer
- Inside the Whistler Urban Development Containment Area
- 4,050 m² (about one acre) or smaller
02
The rental rule
This is what makes Whistler different. Some of the new homes must house people who live here:
| Homes on the lot | Must be long-term rentals |
|---|---|
| 3 homes | At least 1 |
| 4 homes | At least 2 |
| A second house or duplex that wasn’t allowed before | 1 of the 2 homes |
A long-term rental means a tenant lives there as their main home, with a normal lease. Once a year, the town can ask you to swear the homes were rented all year, and nightly rentals don’t count.
03
Can you sell the homes?
Yes, but with a trade. To split the homes into strata titles, you sign a worker housing deal on one home if there are three, or two if there are four. Those homes switch from rentals to homes for local workers, and the others can be sold freely.
A worker home must house someone who works 30 hours a week or more for a Whistler business, or a local retiree. Breaking the deal costs $700 a day, rising with inflation.

04
How big can you build?
| Rule | Requirement |
|---|---|
| Floor area in RS1, RI1, RS2 and RS4 | 0.40 floor space ratio or 511 m², whichever is lower, for 3 or 4 homes |
| Floor area in other zones | The zone’s own limit |
| A suite inside a home | At most 40% of that building’s floor area |
| Buildings | No more than two |
| Side setback | 3 m |
| Lot frontage | At least 18 m |
| Parking | At least 1 space per home, and no more than 6 in total |
Whistler made technical updates to these rules in March 2025, so we check the current text for your lot before design.
05
Do you need a development permit?
Not for how the building looks. You do need one if any part of the lot is in a wildfire, stream or nature area, which covers many lots near forest and creeks.

06
What does Whistler charge?
Whistler replaced its old charges with a new Works and Services Charges Bylaw on March 25, 2026. Charges are now based on floor area, per square metre, and cover roads, utilities, transit, parks and employee housing.
Because the charge depends on your building’s size, we price it for your plan rather than per home.
07
Which build suits a Whistler lot?
Most owners pick between a house with suites they rent, or a fourplex where two homes are sold and two are kept as employee housing. The rental rule changes what each home is worth, so plan who will live in each one before you design. See what strata titling involves.

Why T-City
One team, or three?
Most delays and surprise costs start in the handoffs between a designer, a permit consultant and a builder who meet for the first time on your project. Here is what changes when one team does all three.
| Stage | T-City, one team | Hiring separately |
|---|---|---|
| Before you pay for design | A free lot check, with a reply in one business day | A designer’s fee, often before anyone confirms what the lot allows |
| Who designs it | Our in-house team, who also build it | An architect or designer, separate from the builder |
| Permits | We act as your representative with the City | You or your designer manage the file |
| Price | In writing, with a schedule, before we break ground | Known after design, when builders tender on the drawings |
| Contracts | One, from design to keys | Two or three: design, permits and construction |
| During the build | Daily photo and video updates in your client portal | Depends on the builder you hire |
| Who you call | Tommy or Andrew, from first visit to handover | A different contact at each stage |
